FRELIP — the Free eLibrary Portal — is a nonprofit open-access library run by FREE E-LIBRARY FOUNDATION (Nigerian charity, CAC IT/149114). We aggregate peer-reviewed scholarship, open textbooks, open educational resources, cultural-heritage material and public-domain works into a single searchable catalogue, free to use for anyone, forever.
Every resource in the catalogue got there because someone found it, checked its licence, and suggested it. If you know of an openly-licensed article, textbook, journal, dataset or public-domain work that Nigerian, African and emerging-economy students, lecturers, educators or researchers would benefit from, please submit it below.

Why suggest a resource
A library is only as good as the collection behind it. FRELIP’s catalogue grows through the professional attention of librarians, researchers, educators and readers who spot open resources scattered across the web and bring them here to be indexed properly. Every submission that clears review becomes a permanently discoverable record — with proper metadata, subject classification, and a stable landing page in our catalogue — reaching students, educators and researchers across Nigeria, Africa and the emerging world who might never have found it otherwise.
If a good open resource exists but is not in FRELIP, it may as well not exist for a secondary-school teacher in Kano, a lecturer in Nairobi, or a postgraduate researcher in Nsukka. Your suggestion changes that.
What we accept — and what we can’t
We index resources that are either explicitly open-licensed or in the public domain. In short:
What we accept
- Peer-reviewed open access articles (CC-BY, -SA, -NC, -ND, CC0)
- Open educational resources — notes, syllabi, workbooks
- Open textbooks — OpenStax, Siyavula, CK-12, LibreTexts, African Storybook
- Open access journals listed in DOAJ or AJOL
- Open datasets (CC, CC0, Open Data Commons)
- Public-domain works
- Preprints & postprints — Zenodo, arXiv, SSRN, AfricArXiv
What we can’t
- Paywalled or subscription content
- Works whose licence you cannot verify
- Anything already in the FRELIP catalogue
- Broken or unstable URLs
- Predatory-journal content (Beall's / Cabells)
- Anything unlawful in Nigeria
We cross-reference predatory journals against Beall’s List and the Cabells Predatory Reports, and check every submission for duplicates before indexing.

Acknowledged
You get an instant email with a tracking reference number.
Reviewed in ≤7 days
A human editor verifies the licence, checks for duplicates and confirms the link resolves.
Indexed
Added with full metadata, a stable landing page and your credit — or a clear reason if declined.
Fields marked required are required; everything else helps us classify the resource faster. Most declines are duplicates or licence problems — both usually fixable, so you are always welcome to resubmit.
Contributor credit
If you opt for public credit, your name (or your institution’s name) appears on our public Contributors page and on the catalogue record for the resource you suggested. If you prefer to remain anonymous, we thank you privately by email and your suggestion still appears in the catalogue — just without your name attached.
Institutional contributors — libraries, faculty departments, learned societies — are especially welcome. We are happy to publish your institution’s logo alongside your contributions if you supply a high-resolution version.

Your data is handled in accordance with the Nigeria Data Protection Act 2023 and our Privacy Policy. We use your email only to contact you about your submission unless you separately subscribe to the newsletter.
