1. Our commitment
FRELIP helps students, educators and researchers discover scholarly and educational resources that are openly accessible. We respect copyright, licence conditions, attribution requirements and the rights of authors, publishers and other rights holders.
2. What FRELIP aggregates
FRELIP prioritises resources that are lawfully available under an open licence or in the public domain. These include Diamond Open Access, Gold Open Access, Green Open Access copies deposited in legitimate repositories, Open Educational Resources, open datasets and public-domain works.
Where FRELIP links to material hosted by another organisation, the source website remains responsible for hosting and access. A FRELIP listing does not transfer ownership of the underlying work.

Licence information is displayed when it is supplied by the source or verified by FRELIP. Users must follow the licence and attribution terms attached to each resource.
4. Hybrid and subscription publications
FRELIP does not present a paywalled or subscription-first journal as a fully open-access journal merely because individual articles may be openly licensed. Where an openly licensed article appears in a hybrid journal, it may be included only when the specific article is freely accessible, its licence is verified, and the hybrid status of the parent publication is made clear.
Records that lead only to an abstract, require payment for the full text, or do not provide verifiable access rights must not be described as open access.
5. Attribution and permitted use
FRELIP credits creators, publishers, repositories and licence sources where that information is available. Users remain responsible for checking the licence on the original source before copying, adapting, redistributing or commercially using a work.
6. Reporting a rights concern
Authors, publishers and other rights holders may report an inaccurate licence, missing attribution, broken open-access link or suspected unauthorised listing by emailing info@frelip.org with the subject line Rights Concern.
Please include the affected FRELIP URL, the title and creator of the work, evidence of ownership or authority, the original source URL, the nature of the concern and the requested correction.
7. Review and takedown procedure
- FRELIP acknowledges a sufficiently detailed complaint as soon as reasonably practicable.
- The affected record may be temporarily restricted while the claim is reviewed.
- FRELIP checks the source, licence, access status and supplied evidence.
- Where the concern is substantiated, FRELIP corrects the metadata, attribution or access description, or removes the record or link.
- FRELIP informs the complainant of the outcome using the contact information provided.
Urgent and clearly substantiated requests are prioritised. This process is intended to support Nigerian copyright requirements and applicable platform and data-protection obligations.
8. Corrections and appeals
If you believe a correction or removal decision was made in error, reply to the outcome email with additional evidence. FRELIP will arrange a second review by a different member of the editorial or technical team where practicable.
9. Policy scope and review
This policy applies to frelip.org and FRELIP-operated Discovery, Guides and Learning services. It is reviewed at least annually and whenever material changes are made to FRELIP’s aggregation or licensing practices.
